
LOBBYIST PROGRAM
The Lobbyist Program is an integral branch of the New Mexico Youth and Government experience, offering students a unique opportunity to engage in legislative advocacy. Designed for those passionate about public policy and influencing the legislative process, the program allows participants to research, prepare, and present arguments that shape the development of legislation.

What Do Lobbyists Do?
Committee Participation

Lobbyists are placed in committees based on their application topics or as space permits.​

They prepare and deliver speeches on a minimum of 50% of bills within their assigned committee, focusing on constructive feedback and actionable amendments.

During public comment periods, Lobbyists share prepared commentary to strengthen proposed legislation.

Chamber Engagement

Lobbyists actively engage from the gallery of their assigned chambers (House or Senate), providing delegates with research-backed talking points, Pro/Con speeches, questions, and relevant statistics.

While Lobbyists are not allowed on the floor of the chambers, they may pass notes to legislators through Pages, ensuring timely communication and collaboration.

Direct interaction with bill authors is encouraged before or after presentations, ensuring discussions remain constructive and professional.

Leadership and Oversight

The program is overseen by an appointed Chief Lobbyist who supports and guides delegates throughout the conference.
